I think I'd use a tight jersey or undershirt (dye it if you want), and I'd cut it to make just the waist/corset thing.
Then I'd find eyelets and sew them on, add ribbons or string, etc.
For a "less professional" costume, I'd cut out a lightweight, plastic, disposable, party tablecloth in the color of my choice. Use strong tape on the inside to stick the "seams" (just as with real clothes).
Then I'd go to a crafts department and find eyelets or jewels, ribbons, etc. to glue on or even baste on.
Folding the plastic "fabric" could create a pleated cumerbund type of thing. Using gathers (fastened with strong tape) could add "style" to it.
I once made a really nice princess costume for my daughter with one of these tablecloths. I made the skirt and sleeves (just as if you were making a real one) and made the bodice. Then I used a different color to make an easy vest, which I decorated with jewels.
You can glue (Super Glue) small felt squares (or something like that) as a base to hold ribbons, embroidery thread, or other ties. Glue the ribbon to a tiny circle of square of felt, and then glue the felt to the appropriate area on the vest.
When you're using the plastic tablecloth as fabric you can "sew" with rows of staples, and then cover both sides of the stapled "seams" with tape, so they want scratch the wearer or fall out.
Another easy-to-work-with fabric: felt. You can buy felt in all kinds of colors at craft stores and departments, and Elmer's Glue holds felt together or holds decorations onto it.

Unless you go with a really sexy version of a story book character...your not going to find any of those girls wearing a corset. Go with a sexy pirate or Marie Antionette like character (they would wear corsets!).
