that just means move the decimal place to the right three times and add a zero where the space is.
If it was 4.58 x 10^-3 it would be .00458, moving the decimal to the left three times

You want to change it to a number between 0 and 10 x (10^Something).
So, yes, the first answer is correct.
45.8 x 10^2 would be wrong, as it can be simplified further.
.458 x 10^4 just violates the rules. Lord knows we shouldn't do that.
