While thinking [a mental process], the output of 2 different heads/brains does help in getting a more balanced overview.
But while cooking [a physical process], even 2 cooks [leave alone 'too many' !], who are not working together as a team, are more than enough to 'spoil the broth' !

Easy, you are reading too much into these conventional sayings.
2 heads ARE better than 1. When you are trying to come up with ideas, and thinking or boucing ideas off each other, the more the merrier..
Cooks are a different matter. 2 people RARELY see things the same way, so when it comes to something as delicate as cooking, they can get in the way. One person things more salt is better, the other thinks that it needs more zest or spice..
They really are not the same ideology. One is supporting and sharing, the other means more overstepping each other and fumbling. They are not related.

Actually these expressions are not in conflict.....
"Two heads are better than one" when those two heads work together.....are a team....they work as one brain
"To many cooks spoil the broth" because they are not working together but as individuals.....they are working as individuals
You can have one cook and a dozen helpers because THEN they are working under the direction of ONE brain....when you have a bunch of cooks they do not work as one

its always better to have a second or third opinion, or a sounding board for our ideas.
but always, there should be only one decision-maker.
this is why "committees" have a bad rep. too often, the great ideas become collections of compromise because every body has to have a contribution.
more feedback is good, because you have more options. but you don't have to follow ALL the options. just the best suggestion.
