Rumba, no doubt about it. I'm continually amazed that anybody might think salsa would be in the running, since the basic step is the same as rumba, but the tempo alone makes it less sensual. Tango has every bit as much passion, but it's of a different sort.

It's not so much about the dance, it's a lot more about the dancer. Tango, for example, can be danced in a sensual way, or it can be danced so that it looks like a fight. When I recall the performances of these dances, here is the order that comes to my mind:
1. Rumba
2. Tango
3. Salsa (or, rather, mambo)
However, if I think of how the dancing feels, then for me it is
1. Rumba. That's it. All that stre-e-e-tch to the music.
2. Argentine Tango
American or International Tango may look sensual, but it feels nothing like it. It feels like if I were to screw up the timing I'll get a mild concussion at least, from all those head flicks. Salsa feels like a lot of spinning and it's just too busy to be sensual.

I think sensuality is multi-dimensional. My opinion is that there are two more important characteristics. Speed, and partner presence. Is being sensual slow or fast for you? Touching is easier and better enjoyed during slow sensual activities, and is usually more personal (except when roughness is desired - I meant needed :-) . Visual sensuality is the primary connection during high speed sensual dancing. Now, add a partner to the above, their preference gets added to the mix, and the goal of the sensual 'activity' changes. To me, the three most sensual dances are Argentine Tango(continuous body contact - pelvis to shoulders, pure lead and follow,the baisc hardly exists), International Waltz(only when both partners do things completely together can it work to its best, and it's a total body, mind, and spiritual connection), and Rumba(It's a mating/conquering dance after all :-) Argentine Tango and Rumba add mulitiple speeds and syncopated movement, fast and powerful alternating with slow and sensually led. If the partners can physicaly and emotionally listen to each other (and maybe sometimes go so into the moement that they are actually in their animal/mating mental state at times), it can leave a lifelong impression - might lead to marriage ( or a baby carriage ).

It's a toss-up between three dances alright, but they're Argentine Tango, Rumba, and Bolero. This isn't to say that salsa doesn't have its degree of sensuality, but the speed of movement doesn't allow as much drawn out passion that is found in typical version of Bolero and international style Rumba. As for Argentine Tango, I find the neo-tango to be much more sensual than traditional Argentine, giving it a feel not too much unlike Bolero.
And as for "Dancing with the Stars" as a source of reference, you'd be much better off attending a professional (not amateur or pro-am) ballroom competition to see live couples dancing these dances. Nothing will get your temperature rising faster than a well-danced bolero or rumba.
Now, if it's romance and grace that you need, try an international or American style foxtrot or waltz!

Among partner dances, the Argentine tango. The leader's part requires complete domination of the follower. The man need not follow any definite rhythmical pattern; he has more freedom of expression than in any other dance. The follower must respond instantly to the leader. The hold, in which the follower must hold close to the leader's chest, is the most intimate.

Well I dance tango, ceroc and salsa - and I'm just beginning to try Blues Ceroc.
All can be sensual - it depends what you are looking for.
Blues is very sexy if styled right - if that's what you mean by sensual.
But sexy - well that's gotta be tango - Basically - when you get the 'Bond' thing with your partner well - it's viagra to music!
But I dunno if that answers your question - sexy does not always equal sensual.
