B scarcity. One of the economic resources is labor (workers). Therefore they will use just enough to finish the jobs at hand because more workers will create inefficiency (using more than necessary to complete a certain task) and having too little workers will create a shortage of the product. This shows that scarcity forces you to use just enough resources to complete a task, no more and no less, therefore the wording just enough workers to complete two jobs.
