I don't see why not. I had a 2002 Tahoe that had a third seat factory. I would assume that all of the mounts are already in the floor regardless if it was ordered with the third seat or not. Have a GM dealer order you the third row seats (they are split in two sections) or buy them used. They should pop right in.

Safety is the main issue, adding your own third seat is OK. The mounts on the factory units are welded into the floorpan at the factory. They are reinforced to withstand impact tests. Use factory stuff and have the mounts welded in place.
I too cannot answer the legal issue.

Oh yeah, don't forget the seat belts and harnesses and the reinforcements where they mount.

As long as you are not compromising the safety of the vehicle's design and engineering, I would not think that any legal issues would be involved.

But I'm no lawyer. I am sure somebody could find a way to sue you.

Most places won't touch it for liability and legal/safety issues. A conversion van company or handicap device installation company may.

Standard size ones would be found from another vehicle, good luck with that search.
