Is the percent increase from 50 to 80 the same as the percent decrease from 80 to 50? Why or why not?

No. Because percent change is telling you something about "how much" things changed. So if you start with a larger number you are talking about a smaller percentage change. Your example

50 to 80 - change is 30 so 30/50 is a 60% change

80 to 50 - change is 30 so 30/80 is 37.5% change
