This statement may suggest that plants do not perform respiration. In fact, they do need to respire to release energy.

Humans and dogs and most of the animals you are thinking of don't perform photosynthesis, and the main reason is probably because we animals move around a lot and need a lot more energy than we can effectively absorb by standing around in the sun all day--versus simply eating the plants. While animals don't have chloroplasts, there are many animals that have symbiotic relationships with plants to the extent that the conduct photosynthesis within their own tissues. Many marine organisms such as corals, anemones and clams have a symbiotic relationship with organisms called zooxanthellae, which are photosynthetic and live inside the tissue of their animal hosts. These marine animals derive nutrients from the symbionts. If you have every looked at photos of marine coral, it is often the zooxanthellae that give it their coloration--otherwise most corals would be white (the color of their calcium structure).

They both perform respiration. It rather implies that plants don't the way it is phrased.
