From what I remember, you have to have a job to live there, or another means of financing yourself. The other option is to marry a UAE national.
You can visit there first and look for a job, then apply for a work permit (I am not sure if you would have to leave and re-enter the country to work there).

Good luck, I have been there many times on holiday and can see why people would want to live there. We have two friends over there who love working and living in the UAE.

For a better life? I suggest you learn Arabic and put your attempt to learn English on hold for now.
