I'm not sure who considers it the lowest form - since it takes a pretty sharp eye and a knack for identifying irony or double standards to pull it off. Your question is a good one - I just wish I had the answer you're looking for. I was just surprised to hear that it was considered "the lowest form of wit".

because it has potential to hurt others, and it often (not always) less creative than other humor.
I thought that a pun was the lowest form of wit, just as a bun is the lowest from of wheat.

Because it consists mainly of mocking what someone else has said or done and doesn't require creative or original thought. Although I think some very funny people are sarcastic.
