How would I make a single axle 3/4 ton 2005 Dodge Cummins-quad-cab meet the reguirements of a 1-ton of the same?

You trade it in!
You would have to rebuild the whole truck to new specifications, and then you still have to have it government approved, including assigning a new serial number. If it didn't pass, you wouldn't be allowed to take it back on the road at all. What that means, is you would have to pay a professional to ensure it was done to spec. Can you say, cha-ching!

leafs springs beef up. add some helper springs. find a medium duty truck dealer around you simple and realtivley cheap.
