You really don't need a website to allow you to make a free web page. Making the web page, you only need the software to do it, There are literally hundreds of different softwares out there with different degree's of difficulty in learning how to use them. Some are, as you say Free while others like Microsofts FrontPage, and Macromedia's Dreamweaver you have to buy. There are hundreds of different variations of the different softwares that enable there features as well as What you see is what you get.
The problem is not making a Page or a Site for that matter, the problem is you need a Domain Name, They are not free, 2nd you need a Web Hosting Service that will publish your Page or Site on there servers. Without a Domain Name how will people access your site, or your Page.
Please don't be fooled by all the Smoke and Mirror's places that say there service is free. Nothing is completly free, these places are not in buisness not to make money.

You can get the guide from a google but the best part is that you should learn the basic that will guide you to make the best web site

www.own-free-website.com. So easy to use, and the only advertisement that they have is the one-liner on top of your webpage that's promoting the own-free-website service.

FreeWebs is a good place to start. It is very basic and you can upgrade to paid version if you feel you are ready with your website.
