Thanks!

The safest way to protect your screensaver, all your other settings and your sensitive files is to password protect your ENTIRE Windows account, allowing no one else access to it. Just go to Start > Control Panel > User Accounts > Change an account. After you set-up a password then choose to make your folders private.

Now, if you must let anyone else, like your sis, use your PERSONAL computer (not recommended), you should set up a Guest Account for them with limited privledges. Go to Start > Control Panel > User accounts > pick an account to change > Guest. Not only will a Guest Account keeps your data safe from prying eyes, your computer will also be more secure as the limited privledge Guest account will not allow the inadvertant installation of any malware by others nor can she change your screensaver.

Don't use fast user switching.
Make each user sign on with a password to protect your settings.
***************

You, of course, will disable fast user switching:

Enable or Disable Fast User Switching
Note: To enable Fast User Switching, you must also enable the Use the Welcome screen option. This feature cannot be used if your computer is a member of a domain. To enable Fast User Switching:

1. Log on to the computer as an administrator.
2. Click Start, click Control Panel, and then click User Accounts.
3. Click Change the way users log on or off.
4. If it is not already selected, click to select the Use the Welcome screen check box.

NOTE: The Use Fast User Switching check box is unavailable until you click to select the Use the Welcome screen check box.
5. Click to select the Use Fast User Switching check box, and then click Apply Options. Quit the User Accounts tool.

Yes, create your own user and assign a password to that user account so that the person changing your wallpaper cant log in. Go to control panel>users>add user to do so.

If you are an admistrater password protect your account. Then only other users with administrative privileges can change your settings.
