I don't know for sure, but glycerin in a separate material; it's a clear, thick, sweet, alcohol sugar which is used in foods and in many other things to make them softer, more lubricated, thicker, etc.....it's also soluble in both water and alcohol).
Glycerin is sold in some stamping stores, drug stores, animal feed stores, etc.
Glycerin soap probably has a lot of glycerin in it, which keeps it clear.
"Glycerin base" may be something sold for making soap that's primarily, or only, glycerin... but don't know.
