Prostitution is not legal in Thailand, but prostitution and many other vices are tolerated there. It could be a lack of ethical principles on the part of the Thai people in general and military bases in the Philippines and wealthy Asian men and average American men who travel to Thailand to indulge in such things. A 4.3 billion dollar economy!

I do not think prostitution is per se legal in Cuba --- but prosecution is not done all that much because the country needs the money --- that the sex tourism industry brings to that corrupt Communist nation: Thailand --- has more regulations on the sex trade but children are still involved --- and it generates a good deal of money.
