I have to write a 3-page story that has something to do with an epidemic. It could be completely fictional, so the epidemic doesn't necessarily have to be the flu or something normal like that. The story needs to have a moral, rising action, and falling action. I want the protagonist to be a girl named Susie. I can't think of an antagonist. Anyone have any plot ideas?

You already have plot ideas. Susie has to be involved in an epidemic that breaks out in ----- and involves ------ (family, friends, pet dogs, whatever kind of epidemic it is)
Susie is afraid she'll get sick too, and finds excuses to stay away, then something happens -- you fill in the blanks here -- that places here in a point of danger and she realizes she is the only one who can help the afflicted (person, pet, whatever) so she steps forward. The person she rescues could be the antagonist - someone who is always taunting her about being a scardy-cat.
How she resolves the problem is up to you.

actually a book titled fever 1793... easy for the whole rising action, climax, falling action thing. used it a few years ago for my report [pretty much the same assignment] and rather the protagonist being susie, her name's mattie. and an antagonist doesn't have to be like a person right? can't it be like the epidemic itself?

Oprahs always talking about the the debt/credit card misuse epidemic. Susie can be the well budgeted independent woman, and the antagonist can be her sister, always splurging and never saving.
