Many different types of lawsuits.

Some are statutory -- based on unfair trade practices, violations of advertising laws, etc.

Some are tort-based -- fraud, personal injury, wrongful death.

Class actions are usually based on false advertising claims, which are closer to the govt lawsuits in nature than the personal injury claims.
