Most of the weather people I've seen do use different clouds for forecasting the weather, they even use them do let everyone know what the current weather is at that time, the best place to check this out is http://www.weather.com and click on the variety of maps they have.

The presence of cirrocumulus cloud and altocumulus cloud is considered as an indication of approaching bad weather.

No. BBC uses their satellites to predict the right weather.
