I guess you'd have to ask the Islamic militants this question - they've been indiscriminately targeting innocent men, women and children constantly for over 25 years.
For what it's worth, the death of innocent civilians - especially children - in any war is tragic. The premeditated stuffing of a bomb vest with lethal shrapnel and detonating it in a crowded market place has no similarity to the unintended death of innocent victims during combat. None what so ever.
