Arson is a crime -- it is the intentional (sometime reckless) setting of a fire that causes damage to a building.

An arson fire is a fire set by arson -- as opposed to one that started accidentally or by natural causes.

Arson means someone DELIBERATELY started the fire. The method is not at issue. The INTENT is what makes the act arson.
