Perennials that will grow include: yarrow, western columbine, mugwort, sedges, coral bells, iris, wire grass, California buttercups, hummingbird sage, yerba buena, monkeyflower; blue-eyed grass, goldenrod; meadow rue, California fuchsia; reedgrass, fescure, needlegrasses, wood ferns, clematis, wild grape; daffodils, lilies, triteleia. ceanothus, redbuds, different kinds of sage, buckwheat, low growing manzanitas, among others.

Not much grows under a big oak. You will need to research groundcovers that tolerate both competition for water and deep shade, and there are not many. And they will probably never bloom, so buy evergreens with pretty leaves. Like all hort questions, the exact
groundcovers that might work vary by where you live. Assuming you live in a temperate zone like USDA 6 or 7, try Liriope, Ivy, Epimedium, Bishop's Weed, Vinca minor or Lamiastrum. If you live in California, be careful what you plant under a native oak. They can take all the water in the world in the winter, when rain naturally falls in their native habitats. But they cannot take summer watering, so you must choose plants for under them that are native, too, and therefore can tolerate super-dry summers.

Oddly enough, I have pink dianthus under my big oak tree that persistently blooms year after year even though i actually mow over it after its done. Since the patch is spreading, I have to assume its happy under the tree. I didn't plant it there - the last owner of the property did. Because it does so well, I don't have the heart to dig it up...

In my garden I've found that irises and primroses grow well in the shade under tress. They will also continue to spread around the area, giving a carpet of yellow and purple.

Hosta lily, one I like is spiderwort, primrose Tulips, daffodils. these all grow in Northeast Ohio.
