I think it's fine if you look. We're visual creatures and it's okay to look at something that catches your attention. I look sometimes too and I'm straight. All I can say is the human body is beautiful.
However, it is not okay to be disrespectful to women by staring for a long time or saying something inappropriate. You also should know that not all women reveal their cleavage because they want you to look, it's because they CAN and you shouldn't judge them because of that.

This is an interesting question. Why show cleavage if you don't want me to look? Obviously you SHUOLD NOT STARE but if they are prominent enough it should be understandable for the guy's eyes to "slip" every now and then and not maintain eye contact.

Hi, not all women are dressing with a view of cleavage for attention. We can't walk around in neck to knee clothing. And if you are big breasted, even without wearing a low neck line, they are obvious. So, No its not alright to stare, and in-particularly with a big grin. You are naughty. If you have to look, make it as quick a possible and not for the woman to See, also maintain eye contact if in a conversation. It is really embarrassing you know.

I'd say it's ok to look. I show mine all the time-I do it as a sort of social experiment, I gauge people's reactions to it and decide if they're judging me based upon my appearance, then I decide if I want to continue any type of relationship with them. I don't think looking is bad though, unless you stereotype cleavage displays as only done only by stupid, insecure women who will sleep with anyone. All of my good friends accept that I'm a smart, responsible, honest girl who dresses like a skank. Look and appreciate the view but don't judge a book by it's cover, if you know what I mean.;)

Long stare with a big grin is definitely not the way.
Personally, I don't mind as long as you're not some old guy.
Probably a quick peek.
But most girls don't seem to share the same point of view.

A quick peek is acceptable, for most women. Never ask what size are those, or stare with the stupid goofy look on your face. Never be dumb enough to ask if you can touch them .......in public to a girl you do not know... Geeezzzzzz

If you're going to look, which you can't really help too often, make sure she can't tell. This means a VERY quick peek. If she's obviously trying to hit on you, it's OK to take a longer look.

I have to say that's a way to tell if a woman has had breast implants. Cleavage baring outfits show the outlines of the implants at the top or a huge gap down the middle. Neither is natural.

if a women show es them,men are going to look.
A man don't hafto smile smirk or do anything,JUST tell her how pretty they are,and she's going to get mad.
SHE SHOWES THEM .TO GET ATTENTION.
but i don't know any law that says,you can't
admire them. But when girls 14 and 15 start doing it,it's inviting trouble .
just like a women going bra.less.her Brest bounce
as she walk es.It's to attract attention .
