Short answer: NO.
Long answer:
He will lay the groundwork for the next President to have the option of using force but he, himself, will not. The troop commitment in Iraq is too great to allow ANY flexibility. The Army is stretched to the max by the surge, and they cannot maintain force levels for much longer in Iraq, let alone make any move against Iran.
Strangely enough, I don't think the approval ratings or Congressional distrust have any effect on Bush. He has a sense that he is doing his "righteous duty" and that history will vindicate him, so he will continue his course.
However, this will not lead to an invasion of Iran, or even air strikes. He will however, sit idly by while Israel bombs sites in Iran. He will probably even allow Israeli airplanes to overfly southern Iraq to reach Iran, then claim he didn't know what was going on.
Notice how quiet he has been about Russian President Putin's visit to Iran; he is keeping quiet so that less suspicion is cast on the US.
I will say, to his credit, that he has good sense about not boxing in the next President and tying them to his failed policies. In the same position, someone like Nixon or LBJ would have made moves to lock in their successor to the same policies out of a fear of being repudiated by the next President. Bush is so convinced he is right, that he is willing let the next President try other policies, believing that ultimately, they will make the same decisions as he did.

There are not sufficient troops for an action against Iran...... Iran has a status military of over 500,000 and a waiting reserve of three hundred,000, very almost 2000 tanks, a lot of jet combatants, modern-day weapons and all the ammunition it desires. the sole way Bush could pull of an invasion of Iran is via bringing returned the draft...... besides, there is no reason to invade Iran. Iran has merely as a lot suitable to be in Iraq as we do. problematic to tell who the terrorists is especially circumstances, isn't it?

I think he would like to but I don't believe it will happen. He doesn't have enough troops to go into that country and to sustain the invasion. The only way he will get enough troops is to re-instate the draft and that is still a very unpopular idea among the American people. What I think will happen is that the next president will get to inherit the mess he created in Iraq and Afghanistan. It's clear that neither situation will be resolved before he leaves office.

It's looking more and more likely---Let's hope he shares ALL information with congress so that they can evaluate the situation before giving permission. Hopefully all concern will be accountable for such an act. War generate money for already wealthy people---God Help Us All.

i hope not Iran has china and Russia on her side and Russia is wanting some of us bad and we are not that big of a bad *** even with Brittan . i was told that china has a military of 2million troops now to whip them we would have to use the last resort

Yes, I'm quite sure he would love to go out (of office) with a bang, but what he doesn't realise is that it might be the biggest bang the world has ever seen - and possibly the last.
Why IS this man so aggressive? I wish his wife would force him to see a psychiatrist - it might save the world.
