I am having a bit of a problem understanding exactly what you are trying to do. Is the motor on a mower? You put oil in the dipstick tube. Don't fill it above the full mark. What do you mean "you cleaned the piston? Did you take the cylinder head off? This engine has a diaphram type carburetor so there is no bowl to remove to clean it. You will have to remove the gas tank and carb together and than remove the carb from the gas tank. If you provide a more clear description of what you are doing we may be able to help.

I assume this is a vertical shaft there should be a oil fill tube next to the shrouding first check for spark you can use a screw driver for this just stick it on the wire that you put on the spark plug hold the metal part of the screw driver turn the engine slowly you should feel a slight shock that means your ignition is working don't spin it to fast though as it can knock you on your but that how Strong the shock can be if you have spark then the next thing to do is clean the carburetor take the bowl off being very carefully as not to loose the needle valve use spray gum out to clean all the parts make sure you clean the needle and seat
