I'm thinking it's Santa claus is coming to town or perhaps father time?

It sounds like you could be thinking of Twas The Night Before Christmas.

This is the cartoon where a family of mice interacts with a family of humans.

One of the mice , Albert doesn't believe in Santa, so he writes him an anonymous letter, telling him he doesn't exist. The town finds out about the letter and are worried Santa won't visit them.

The Father Mouse and the human father who is a clockmaker then come up with a plan to build a clock that plays a song in hopes of attracting Santa to their town on Christmas Eve.

Albert who is a curious fellow, decides to have a closer look at the clock but accidentally breaks it before its big unveiling.

In the end, they manage to repair the clock and Santa decides to stop in town after all.
