Mark Shapiro - Cleveland -- Management hides behind the "budget" of a mid-market franchise and really forces him to be creative in retaining major league talent or to make deals by projecting out how the young player will progress to the club. He missed on Marte, but so did several clubs, but the team wouldn't have been near the playoffs without his work in counting dollars and balancing a very tight bottom-line.

well he may get overlooked but doug melvin is a great gm, he won with texas and almost took the brewers to the playoffs. The only gm to get texas in the playoffs. The worst the guy in pittsburgh who cant develope any good players.

Look at what Walt Jockety did for the Cardinals during his time here
1.Got Tony LaRussa as the manager.
2. Traded 3 below average pitchers for McGwire(even if you hate him he still helped the Cardinals)
3.Also traded for Will Clark,Jim Edmonds, and Scott Rolen
4.Signed Players like Chris Carpenter,Jason Isringhausen,and David Eckstein.
Finally you could say all his moves didn't work but lots of them surely helped the Cardinals into the organization they are today.It was the dumbest thing the Cardinals did when they fired him.

There's no doubt it's David Dombrowski of the Detroit Tigers. He's turned SEVERAL franchises with long stretches of futility around and into world series winners and league champions. He won a championship with the Marlins when the franchise was a joke, and turned the Tigers (the laughing stock of baseball just two years previously) into American League Champs.
No one turns franchises around like Dombrowski.
