The control of the substance is already a federal law...

It would need to be both -- there are many states that currently allow for legal uses -- but it's still illegal at the federal level

And making it legal at the federal level doesn't mean states cannot keep it illegal at the state level.

This is one of those where the two are independent -- and both need to say it's OK before it is truly legal
