We don't blame the current deficit on Congress. There is a war going on and it is normal during a war to have a deficit. The President has a balanced budget plan.

Unfortunately the Line Item Veto was nixed by Rudy, whom is not a great representative for the Republican party.

Im sorry I don't completely understand your line of thought there. If I am not completely mistaken (and I easily could be) the budget is drafted by the executive agencies, then some changes are made, then the President sends it to congress. Congress then adds amendments, and the President either signs it or vetoes it. Congress usually adds a lot of pork into the bills (especially dems), hence why the President blames them for runaway spending. During the Cold War I imagine that Reagan asked for the military spending increases. Not Tip O'Neill.

I wonder who they blame for Bush not vetoing a single spending bill in 6 1/2 years. Oh, except for the one that was going to give medical care to poor sick kids.

Well, he metaphorically signed the checks for it. The Dems & Reps were a little more willing to cooperate when it came to defending the country back then.

Congress has the power of the purse: they decide how much to tax, how much to spend (over and above entitlements), and, thus, how much to borrow.
