There is none. Islam does not have a formal clergy. There is no leader that muslims are obliged to listen to.
There ARE respected scholars but there is no council that tells one whom to listen to. A muslim chooses which scholar to listen to in much the same way a Protestant chooses which church to go to. It is a personal decision. This holds worldwide. Most so-called Islamic leaders are muslim leaders of certain tribes or organizations but their authority does not extend beyond that tribe or organization and does not extend to muslims at large.
There are muslim ORGANIZATIONS locally . They do not have any power over the muslims but they do specialize in muslim / non-muslim relations. One is the Islamic Circle of North America and another is the Council for American Islamic Relations. Those are both primarily Sunni organizations, I don't recall the name of any Shia ones right now. Google Ahl alBayt and you should be able to find some Shia groups.
As for who,leads the prayer and gives the sermon at the
local masjid (mosque) in your area he would be called the "imam" and you can find him on Fridays at your local masjid

"the local leader" -- well, obviously it depends on where you are, since "local" varies....
If you are looking for the title -- "imam" means "leader" and is used in both the religious and non-religious contexts.
