FROM the TOP:
Be sure you have well shaped and filled in or darkened brows, if need be. This will open and frame the eye.
To counteract droopy appearing eyes, do not highlight [ shadow ] brow bone.
Use light color on lid, and
deep or bright shade from center of eye outwards, in the crease, and blend.
[ do not use very dark colors - make eyes seem smaller ].
For hooded or 'droopy' eyes, be sure to line upper lids from beginning of lashline to outer corner, then 'swoop' up and out a little bit [ modified Cleopatra style ].
Line bottom lids from beginning of lashline out, also - with the tiny swoop at the end.
Curling eyelashes, or using curling mascara helps, too.

droopy eyes?
your usually have straight as a stick eyelashes right?
apply eyeshadow from the inside corner to your outside corner.
curl them with an eyeslash curler. hold it for about 7 seconds.
apply your mascara.
I suggest not to use eyeliner because your eyes will look even more droopy and it will be harder to hadle your eyes.
