I'm trying to develop my drafts but I'm not sure what program what I should use. I can't buy anything so I'm pretty much stuck with terrible choices. Anyway I need to know what I need to know what is require to change drafts to CG art.

A great tool that is near professional quality and functionality is Adobe Photoshop Elements. For the purpose you describe, this is an ideal tool.

Unlike the full version Photoshop, Elements retails for under $100 and earlier versions can be found for much less. In functionality, it is VERY much like the full version Photoshop level 3, which was the professional industry standard of about 10 years ago.

You can use Elements to, either, scan and retrace your sketches, or, to create your drawings directly in the application. It is a great tool to introduce new digital artists to the type of products pros use.
