It's common practice to delegate quasi-legislative powers to executive agencies -- that's been happening almost since the country was founded.

Delegating them directly to the president is different -- because the Constitution set up clear lines to balance power between the branches -- and giving power to one individual (as opposed to minor discretionary power to an agency) can have a much more significant impact on that balance.
