Tiger tiger burning bright ... my dear if you cannot come up with a concept, that just means you aren't ready to write a book yet. Nothing wrong with that. It is kind of normal. Start by carrying around a black and white marble notebook and brainstorming. Write down everything you think of. If you see something happen, write about it - even if it seems stupid at the time. Sit at the food court at the mall and write about people you see - just little snippets. Eventually try and turn some of those snippets into short stories. From there, see what lends itself to a longer work.
It will happen if it is meant to. Using someone else's idea wouldn't work for you. It wouldn't be your book. Authors always tell you to write about what YOU know. So start a good brainstorming book and start thinking. Something great will come to you.

As Persiphone said, keep a journal. It will help you recognize ideas. When you get an idea, daydream the story. If it holds your interest long enough to daydream it, write a summary. Your next step is deciding who the main character is and what he or she is about.
Start with the journal.

I agree with all the above! My story that I'm currently writing came from a random daydream.. and I've got plenty more up there!
