Yes, I'm slightly under 5'9" and I'm considered tall. My younger sister is a couple inches taller than I am.
Although, I'm not as tall as I used to be. When I taught 8th grade by the end of the year nearly all of the girls were taller than I was.

That's culturally relative. In Holland, that'd be about average, maybe less. Go to Bhutan and she'd be a giant. Here in the U.S., that's tall for a woman, but not outrageous or anything. Tall women are nice. They don't ask you to help them get things off shelves all the time.

Yes, it is quite a bit taller than most women. I had a friend who was that tall and towered over almost all her girlfriends, as well as many guy friends.
