Well I can tell you if I had 10 billion dollars my first priority would not be finding a way to use it against Chavez.
but if those are the conditions, I would invest in research that would make petroleum products obsolete as a source of energy. Such as ethanol from switch grass.

One may or may not agree with Hugo Chavez but either way no one has the right to interfere in a country with a democratically elected leader or indeed any country that is of no threat.
