When you have feet that cannot sweat they have no way to cool themselves so they do get hot easily.

Neither, I used to have cold feet a lot but since I'm always barefoot my body has adjusted to keeping its temperature much better, so they're usually just fine no matter what the weather is like. Even when I go barefoot outdoors in the cold they feel cold right when I step out but warm up very quickly.
