On football rosters some players are denoted as R for their experience and some are denoted with a 1. For instance, Brady Quinn is designated with an R meaning rookie. Next year he will be designated with a 2. Why do some players have a 1 in their years of experience instead of an R? Does it have to do with being drafted?

There's not a difference. Next year, Quinn will be given a "1" because he'll have one year of experience. The number isn't meant to show what year you're in, but your total years of experience.
