Not sure, but did you know:

George W. Bush has a Ph.D?

Many politicians have advanced degrees that also take 3 or 4 years post grad, such as JD's. They may sound dumb, but that's cause they think the American public is not very smart so they talk down to us.

Hillary, Barack Obama, John Edwards, Joe Biden and Chris Dodd are all Democratic candidates with JD's. Rudolph Giuliani and Mitt Romney are Republican candidates with JD's.

Republican Ron Paul has an MD, as did 2004 Democratic candidate Howard Dean.

The only President to have a Ph.D was Woodrow Wilson. Perhaps the reason we don't have more, is because people with that amount of intelligence and education are too smart to get into politics.

PhD's are too smart to even bother dabbling in politics.

As for an honorary, almost every president has received and honorary PhD. It is how universities obtain high profile speakers.

I believe the question refers to a president who has a Phd prior to entering politics.

No particular reason. Woodrow Wilson had one (he was a professor, and later president of Princeton University), but we haven't had one since.
