I dont understand it and I have looked it up in my book several times...how do I solve this?

read the directions.
it might be asking you to solve for b.
if so, subtract a from both sides:
a+b = 16
b = 16 - a

The directions probably say solve for the indicated variable. b is the indicated variable

a + b = 16 to get b by itself, subtract a to other side
b = 16 - a

I believe that the problem is asking to solve the equation "a+b=16" for "b."

As it is, the problem does not make sense.
We are not told what to solve for.
The semicolon makes no sense.

Maybe it is saying a+b = 16 solve for b. If so,
b = 16-a
