Definitely a sound card issue.
(Assuming this is Windows XP)
On your computer, right-click on 'My Computer', and select 'Manage'
Click the 'Device Manager' heading
Under the 'Sound, video, and game controllers' heading, look for any entries that have a yellow diamond with an exclamation mark, or red circle with an X.
As a first (and easy) step, if you see this, right-click on it and choose 'Update Driver', then select the 'recommended' option. Let it do it's thing, restart your computer if it finds the right software, and see if that helps.

It is your sound card, not the speakers. If you have a built-in then you need to know which one your mobo is using to get the correct drivers. If it is an add-on, just look at it for a brand name and model. If it is built-in and you cannot figure it out, buy a card (they are cheap), disable the built-in in the bios and install the new one. It will come with software. Make sure the machine is OFF before you even open the case.
