web designing is really fun :D
if yew go on neopets (*cough* shutup) and go ont he guild boards and stuff, making celeb layouts really helps :D there are some super talented people on there!
after like 2 years on there (eh, i quit like a few months ago) im pretty good at webdesign, good enough to even criticize some magazines o_O damn some are bad at making psds...
but yeah.
other than that yew can google photoshop tutorials and get some great ones :D and i found this great vectoring tutorial on deviantart - but those are really hard..

Go to your local library, and check-out books on basic HTML (the book will tell you what that means!), web development, et al. Although I'm a computer programmer and "understood" the basics pretty easily, I know of plenty of people who have written websites, yet *still* know nothing about computers or software or programming, in general! It won't be super-duper-easy; but, a good book can make it easier on you! Read the book(s) first, then try to apply the exercises and examples (yeah, you can use things like MicroSquish Frontpage, but it adds a HUGE amount of unnecessary (IMHO) overhead to the the webpages, and makes it FAR more difficult to edit. I am the webmaster for a local library; I inherited the webpages, and was asked not to change it, except as needed. I know if I were to totally revamp it (i.e., eliminate Frontpage's overhead HTML) that nobody would know, except me, but, it's a matter of principle to do as the "customer" wants (it's a volunteer job, but you get the idea!).
BTW, you don't even need a website to practice! As long as you name the file "something.htm" or "other.html", you can "open" it via your web browser! And, if you're connected to the internet, you can even include images and link to other sites! When you're happy with all your changes, then you can put the page(s) on a website! There are plenty of freebie "hosts" around, including "Yahoo Geocities" (yeah, there are "ads", but they are fairly innocuous and easy to "remove").

good question....first of all i advice you to learn it by your self...second i advice you to use dreamweaver mx 2004 ..you can search for its lessons on google...this program has two features : the designer feature ..and the coder feature if u love to write codes but in this case u have to learn html and some css....good luck
