Go buy some chicken wire from Home Depot or Lowes. Make the form for the banana. Go to a fabric store (Hancock, JoAnn, Hobby Lobby) and buy the cheapest banana yellow solid material you can find. If you don't have a sewing machine, use fabric glue (also from Hancocks, etc.) Cover the banana-shaped wire mesh with the fabric.
Use a needle and yellow thread to sew the fabric to the chicken wire at different points all around (say, every 2 inches or so), so the fabric takes the shape of the wire mesh banana.
Make sure there is a large enough hole in the bottom for the feet, and cut out some eye-holes to see.
good luck!

OK, so I was thinking about this and it seems that the two biggest problems are 1.) getting the top curve of the banana to keep shape above your head, and 2.) being able to walk with the bottom curve of the banana between your legs. SO, is there any way that it would be acceptable for you to be a pealed banana?? It wouldn't be so hard to have yellow matterial folded down around your shoulders or chest area, and if you wore a white turtleneck and a white toque your upper half would look like the inside of the banana. That way you can just have points of material in front and behind you as the bottom of the banana and you'll be able to walk. (ie if won't have to match a 3-D top curve.
Now, if you're actually talking about making a tiny costume for a fake plastic banana... I don't know, what about a jackalope? You could make antlers from twigs and the ears wouldn't be too difficult.

Depending on when you need it, sewing it may be the best option.
Measure the child(or have someone measure you) from knees to about a foot above the head. Purchase enough fabric to cut two banana shaped moons, and one long strip the same length as the distance from one end of the banana shape's outside edge. I'd choose yellow fleece, because it would be the warmest for outside trick-or-treating, and requires no hems. :)
Sew the insides of the banana shapes together. Next, cut the strip big enough(experiment with pins) so that the child can fit inside. taper it off to a point at the top, and sew one side of the strip to one outside of a banana shape. Repeat with other side. You should have a pointed top, with a hole at the bottom. before turning inside out, take three wire coat hangers(straightened) and baste to the curved(once the inside edge of banana shapes) edge. then turn inside out( the seams are inside the costume). Slide the costume onto the wearer. Cut holes out for their arms, and mark where their face is. Cut out a hole for the face(once the costume is off) and cut out the wire in that section. When dressed up, position the wire to shape it like a banana, paint the face of the child yellow, and wear yellow or brown sweatpants underneath, with a yellow or brown shirt. :) hope this helped!!
