1) if the computers are on the same network, or it's a public IP address, NO they cannot have the same IP address (that only works with seperate private networks using DHCP. 2) At any time, no two computers on the same network can have the same IP address (other computers wouldn't know who to send the data to and the two computers with identical IP addresses would be sending data to themselves, not each other). 3) Anyone can spy on your computer if they really wanted to try hard enough WITHOUT needing to have your same IP. Same goes for wireless and regardless of your connection type. All types of spying are illegal and YES it's possible (but not very likely. Especially in the public area of the internet unless they're looking to steal personal info).

While "gamingenius" is generally correct, you can actually have multiple IP addresses on a network, you'll just encounter problems on the network. I've had problems before where someone assigns a static IP address that has already been designated for another server that was offline, only to see an error message about duplicate IP addresses on the network. So while not valid, it can happen.

If you are really wanting to monitor another computer and own both systems, install VNC on the system and you can view the desktop. If doing this to monitor a family member though, why not try talking to them first. Nobody likes their privacy invaded.

If you are looking for illegal ways to monitor another computer, you are on the wrong forum for that. Given many computer users are running Microsoft operating systems, I'm sure you could easily find information on doing so, but realize the implications of getting caught.

Unfortunately I'm not a computer nerd, but you can check a few sites to better understand the whole thing.
