they are not used to it. Dont know what to do or how to live in freedom.

try to describe a color to a blind person;you can't because there is no point of reference.When an oppressed people are freed,they cannot comprehend the ramifications and responsibilities that come with freedom.It will take them(as it took us) several generations to realize the full potential provided by living in a free society.

Old habits die hard and there might not be a democratic structure to support the new freedom.

it's hard to adjust, when you have had to live your life a certain way for such a long time, then you really don't know what to do with yourself when everything you have know is changed, they will get used to it though, and eventually be much happier because of it.
