I am willing to do many things the room is big but is all brick with a small carpet

You could put drywall up, then paint the drywall.

That would give the walls a finished look. As for the floor, if you want to continue with an easy clean-up floor, have you thought about painted concrete, or tile?

Frame the walls (with 2x4's ) then put up the green board. (green board is better where you may have moister, than drywall) the prep is the same as drywall. Then finish it with the mud & tape. Do some painting. Get rid of or clean the carpet. Get a decent dehumidifer & decorate (if you choose). For the odd areas, hang a/couple curtins to separte the areas (washing, or where the boiler is).

Prime and paint the walls a brighter color, tear up the carpet if it is in bad shape, either re carpet or paint floors and add large area rugs, also put a dehumidifier in the basement to help keep it dry.....this is the quick fix, if you want to dry wall it you will have to frame it out before adding the dry wall,,,good luck.
