In many States they can't own one until they're 18. Before 18 it has to be in their parents name. The way to convince your mom is to be a respobsible person and help out around the house with cleaning, lawn mowing, dish washing, laundry, cooking or whatever without having to be pushed by her to help. Also by keeping your grades up in school. Parents are much more likely to listen to a responsible teen.

Id say maybe only 5 percent "own" a car but probably like 60 percent get full access to a car after they get their FULL license not just a permit. Depending on where you live and if you've taken drivers ed you have to be anywhere from 16-18 before getting your class D license.
Its probably best you wait before getting full driving privileges. Even if you think you are a good driver. When I was 17 I thought I was a pro driver till I hit a telephone poll and totaled my car. Ten percent of all teenage drivers will get into a major accident before their teen years are over.
