they are not authorized to give me that information. I thought that that was publc information. If I can't contact the foreclosing attorney then how do I check the status of the property to see if it is still in lis pendens status or was paid off?

Check with your county clerk's office. The lis pendis and the judgment should be filed with their office. Where I am that info is available online.

The bank is correct in not releasing that information, since the bank pays said attorney by the hour, and such phone calls cost the bank. It is not public information, and the bank has the right to not tell you.

You can check the local land office to determine what sorts of documents are on file concerning this property. That information IS public record.
