how did the top get locked while the drawers were out? there should be a Key hole to the top , it is probley a cam type lock, a bent paper clip might open it, or look under neath the desk some times there is a lever that will unlock it,

It may have a locking mechanism in it. Usually the center/Top drawer is always unlocked, and to unlock the other ones you open the center drawer and keep it open. This releases the locks on the other drawers. If its not this, I'm not sure how all the other drawers could be "stuck".

If it is an antique , the lock was probably sloppy enough to latch when it was closed.
Usually simple locks & might be able to pick it with a hairpin working it clockwise or sliding a thin piece of plastic right to left under the lock.
Could also be that the tambour is jammed & you might be able to just jiggle it free.
New desk w/ new lock could be similar problem , but not as sure.
