Get her a gift card to a book store - not only does a book store have stuff she can just read, but it also has craft book/kit combinations where she can make her own jewelry, hair stuff, etc. There are some pretty cool ones out there :)

In my country I would offer her a goat. But since she likes harry potter, how about an audio harry potter book on CD. They are done quite well.

I donate to charity in their name. I have been doing this for many years. Neice and Nephew r 14 and 19. For my sister and brother in law and my parents. Christmas is about giving.
For the first few years kids were confused why no present. But, as they have gotten older, they understand it is better to give than to receive.

An appointment at a good nail salon
A really nice oversized towel - at least 6 feet long so she can wrap up in it between dips in the pool.
A collection of sarongs - wraps that go over bathing suits etc.

a gift card to a bookstore would be good. contrary to what people say, gift cards aren't impersonal. they allow the person to buy exactly what they want, not what you think they want. a situation like this is perfect for a gift card. you can always get a cute little bag for it and decorate it for her to make it a bit more personal

Get a clear Jar or cannister with a nice top to it. Get some parchment paper, cut it into small strips and write on 14 of them why she is your friend, what you like about her ect. tie each one with ribbon.
