Norway maple (Acer platinoides) is a hardwood maple. They aren't the fastest growing trees. That's the downside to the harder wooded trees. Slower growing but sturdier.
Other, softer wood maples, such as red maple (Acer rubrum) like more water, and grow faster, but are more fragile.
To increase the growth rate, you need to optimize the growing conditions. Use an organic tree fertilizer (such as ESPOMA treetone) and supplement that with a mild water soluble fertilizer applied to the foliage (such as Miracid). Always follow the directions on the label. Monitor the watering and keep the trees moist, but not wet. This is especially true in spring and fall. After two to three years, you should see the best results from your efforts.

Maples love water and that is a problem since their roots don't drive deep in the ground to the waterr source so it must rely on surface temps and water from the yard or the Mother Nature. This stuns the growth of the tree.
There is a small spring leak from the ground bewteen two houses and the water keeps the ground saturated, but not drowning in water.
I planted a Cedar tree right in the mush of it and three years later that tree is nearly twenty ft tall.
The water is important and there's no shade so it gets all that sun and water everyday and it continues to grow.

If you are in the US, cut it down and plant a sugar maple. Norways are an evasive species, sugars are native. Their outward appearance is remarkably similar (simplest test - pick a leaf if the sap is milky is a norway, if it is clear it is a sugar).
As for making it grow faster - water, slow release fertilizer, and time. Sorry they are slow growers.

Fertilizer tree spikes. They come in different varieties made specifically for certain tree families.
Go to your local plant/tree nursery. They should have the kind you need, or tell you where to go to get them.

feed and water on a regular basis, make sure to water deep. it is really better for the tree to grow at a slower rate. it makes a stronger and healthier tree.
